Eagle is the only major U.S. manufacturer of traffic signal cabinets and signal heads. Our 100,000 square foot Pflugerville, Texas facility is the largest dedicated traffic signal and cabinet operation in the country, staffed by more than 100 United States employees producing over 85,000 traffic signals a year. Our Grayslake, Illinois facility, home to Excel, has been building UL 508A lighting control cabinets in America since 1988.
Every Eagle product on the line today (wired cabinets, empty cabinets, aluminum vehicle and pedestrian signals, and backplates) is Build America, Buy America compliant with no waiver required. Every Excel product on the line today is Made in USA and ships with BABA certification.

What changed in 2025
The federal Build America, Buy America Act, part of the Bipartisan Infrastructure Law, requires that federally funded infrastructure projects use materials produced in the United States. On January 14, 2025, the Federal Highway Administration rescinded the Manufactured Products General Waiver that had been in place since 1983. That rescission fundamentally changed what 'Made in the USA' means for federal-aid projects.
The new standard
To qualify as 'produced in the United States,' a manufactured product must:
- Be assembled in the United States. Effective for Federal-aid projects obligated on or after October 1, 2025.
- Have more than 55 percent of its components by cost mined, produced, or manufactured in the United States. Effective for Federal-aid projects obligated on or after October 1, 2026.
